Add consumption units to job queue

Name	Description	Type	Additional information
`ConsumerIds`	A list of IDs of the consumption units that should be added to the queue	Collection of integer	None.
`StartTime`	The earlist time the jobs should be gotten from	date	None.
`EndTime`	The latest time the jobs should be gotten to	date	None.
`Prioritized`	If there is only one consumption unit it can be prioritized and go in front of queue and be done on demand immedietly and not by daemon. Default is false	boolean	None.
